Can’t speak for you or anyone else as far as ISP throttling bandwidth goes. What I can say from my personal experience with AT&T as my ISP is that I’ve been receiving consistent download and upload speeds for the past four years. If it was being throttled it has never been noticeable. It has never been as fast as Cox Cable, but has always been consistent. This, coming from the same corporation that handles my phone data plan.
